The education voucher is issued to you by your contact person at the Job Center or the Employment Agency after it has been determined that the requirements for funding professional training are met. The voucher is valid for up to three months. During this period, a training program must be started. The choice of the education provider is generally free, although distance to the training provider or the training objective may be specified.

Funding for professional training is possible if the following conditions are met:

1. The training is necessary to help the employee reintegrate into the job market after unemployment, prevent impending unemployment, or is recognized as necessary due to the employee's lack of a professional qualification.

2. The employee has received prior consultation from the Employment Agency before starting the training.

3. The training program and the training provider are certified for funding according to AZAV (Accreditation and Licensing Ordinance for Employment Promotion).

AZAV stands for the "Accreditation and Licensing Ordinance for Employment Promotion". Education vouchers and activation and placement vouchers can only be redeemed for educational measures that are certified according to AZAV and provided by correspondingly certified education providers.

Education providers certified according to AZAV have a quality management system in place and are subject to recurring monitoring audits.

02 – Exclusively success-based remuneration for job placement into employment subject to social security contributions according to §45 para. 4 sentence 3 number 2 of the SGB III

04 – Measures for professional training according to the fourth section of the third chapter of the SGB III

Under certain circumstances, before issuing an education voucher for a training measure, the Employment Agency or Job Center may require an aptitude assessment. An aptitude assessment (which requires an activation and placement voucher – AVGS) is used to determine whether the client is linguistically, physically, and mentally capable of successfully completing the intended training measure. An aptitude assessment can be completed with an education provider certified according to AZAV.
